Germany plans to discontinue use of all nukes by 2022, replacing them with renewable energy initiatives...

At the stricken Fukushima nuclear power plant, a robot sent into the building housing Reactor No. 1 on Saturday detected the highest levels of radiation measured since the crisis began on March 11.

According to the Japan Times, The Tokyo Electric Power Company (TEPCO) reported that radiation levels in the air around Reactor 1 were at 4000 millisieverts per hour, an exposure level equivalent to approximately 40,000 chest x-rays. TEPCO says it has no plans to send workers into the area because of its dangerously high radioactivity.

On Friday, a spokesman for TEPCO announced that steam was rising from underneath the reactor building. That afternoon, Japanese national television carried blurry footage of smoke rising from an opening in the floor.

Underneath the reactor, an estimated 40,000 tons of "highly contaminated" radioactive water have collected in what is known as the pressure suppression containment vessel, and it's this water that is believed to be producing the steam. TEPCO officials warn that the water will begin to overflow from the storage vessel by June 20 as it reaches its maximum capacity, sooner if there are heavy rains.

In mid-May, TEPCO officials admitted that Unit 1 at the Fukushima Daiichi power plant had been "in a state of meltdown" with nuclear fuel rods exposed, and likely having melted through the bottom of their steel containment vessel, following the March 11 earthquake and tsunami. Several days later, the company admitted the same may also be true for Units 2 and 3.

In related news, as we noted in last Tuesday's Green News Report, following massive demonstrations last weekend in Germany, Chancellor Angela Merkel has announced the country will decommission all of their nuclear plants by 2022 in favor of safe renewable energy initiatives.

"Step by step, we will abandon nuclear energy by the end of 2022," Merkel said. "This path is a big challenge for Germany, but it also means huge opportunities for future generations. We believe that our country can become a front runner for the creation of renewable energy, and as the first large industrial nation, we can create such a change toward highly efficient and renewable energies, with all its opportunities for export, developments and technology which create jobs."

In the U.S., no such plans for moving away from nuclear energy in the future, much less dismantling existing plants, have been announced, or even advocated by the Obama administration in light of Japan's nuclear disaster. The Fukushima accident is the worst since the 1986 Chernobyl disaster, and one which promises to plague the nation for months, and more likely years, into the future.

In light of the new admission by the Tokyo Electric Power Co. (TEPCO) that at least one reactor at its Fukushima Daiichi nuclear plant in Japan appears to have experienced a meltdown of its radioactive fuel core, comes this report from the New York Times yesterday...

Despite repeated assurances that American nuclear plants are better equipped to deal with natural disasters than their counterparts in Japan, regulators said Thursday that recent inspections had found serious problems with some emergency equipment that would have made it unusable in an accident.

The briefing was part of a review requested by the commissioners to evaluate the vulnerability of American reactors to severe natural disasters like the ones that hit the Japanese plant in March.

Marty Virgilio, the deputy executive director of the agency, told the five commissioners that inspectors checked a sample of equipment at all 104 reactors and found problems at less than a third of them. The problems included pumps that would not start or, if they did, did not put out the required amount of water; equipment that was supposed to be set aside for emergencies but was being used in other parts of the plants; emergency equipment that would be needed in case of flood stored in places that could be flooded; and insufficient diesel on hand to run backup systems.

The two-hour briefing given to the five-member commission was an early assessment, 30 days into a 90-day review being conducted by an N.R.C. task force.

[Massachusetts' Democratic Congressman Ed] Markey pointed out that in the last eight years, the commission had received 69 reports of inoperable diesel generators at 33 plants, with six of those generators out for more than a month. The diesels provide power for water pumps that allow removal of “decay heat,” the heat that fuel generates even after a reactor shuts down. The Fukushima plants shut down successfully but decay heat wrecked their cores.

Radiation said leaking from holes in bottom of container vessel...

The Tokyo Electric Power Co. (Tepco), which operates the troubled Fukushima nuclear plant, on Thursday admitted that a nuclear meltdown occurred at the plant.

With the nuclear meltdown, Tepco said the nuclear fuel rods in the reactor are completely exposed, as large amounts of radiation are being released. The water level at the plant's No. 1 reactor was much lower than thought - as much as 5 meters (16.4 feet) below the nuclear rods - and clearly not high enough to cover the nuclear fuel.

According to reports, several holes were found at the bottom of the nuclear reactor's pressure vessel, where the melted nuclear fuel now threatens to leak out.

On a daily basis, Tepco injects almost 200 tons of water into the pressure vessel, but it is highly likely that the water has been constantly leaking from the vessel and containment chamber, eventually flowing under the reactor building.

Reuters' report on the admission by TEPCO notes that the disclosure "is the latest indication that the disaster was worse than previously disclosed, making it more difficult to stabilize the plant."

They go on to report that "U.S. nuclear experts said that the company may have to build a concrete wall around the unit because of the breach, and that this could now take years."

NHK World adds:

The company believes the melted fuel has cooled down, judging from the reactor's surface temperature.

But it suspects the meltdown created a hole or holes in the bottom of the reactor causing water to leak into the containment vessel.

It also suspects the water is leaking into the reactor building.

UPDATE 5/13/11: We should make clear that the "meltdown" in question did not just happen yesterday. Rather, it appears to have occured in March after the quake and tsunami, but is only now being admitted to by TEPCO --- just in case that point was not clear from the initial reports above, as some have suggested in comments. Here are a few additional details now from the Wall Street Journal's coverage...

We featured a quick word on Obama's fiscal speech today at George Washington University; quick updates on both the Fukushima nuclear crisis (with the lovely Desi Doyen) and the U.S. Chamber of Commerce plot to use tools developed for the "War on Terror" against progressives (including me and my family!)

The main segment is detailed coverage of the Wisconsin Supreme Court election debacle, including some fresh news with my guest John Washburn of Fair Elections Wisconsin, himself a Justice David Prosser voter, a self-described "Ron Paul Republican" and someone who has even spoken on behalf of the hapless Waukesha County Clerk Kathy Nickolaus in the past.

Even Washburn, as you'll hear, is unable to explain the holes in Nickolaus' explanation for the reason she failed to report 14,000+ votes from the city of Brookfield on Election Night, and for a number of newly discovered anomalies from previous elections in her county. (Though, since air time, we've finally been contacted by Nickolaus, and may soon have an explanation for some of those new anomalies as discussed during today's show.)

While prepping for tonight's Mike Malloy Show (which I will be busy guest hosting all week), here are just a few of the items which caught my eye so far today...in no particular order...

  • Record amounts of cash being spent by labor unions and the (supposedly grass-roots) "Tea Party" on tomorrow's Supreme Court election in Wisconsin, as the race between the unabashedly pro-Walker Justice David Prosser and Asst. Attorney General JoAnne Kloppenburg has turned into a proxy battle between the two clashing ideologies right now in WI. A defeat of Prosser would tilt the court's 4-3 majority from Right-leaning to not Right-leaning. The race is also seen as a bellwether for upcoming recall elections of GOP state Senators likely to occur there in the near future, as Ernie Canning reported on earlier today at The BRAD BLOG.
  • Nuclear triage. Workers at the Fukushima Daiichi nuclear plant in Japan are dumping 11.5 tons of "low-level" radioactive water into the ocean to make room in filled storage containers for the more radioactive water leaking from reactor Unit 2. They say they have "no choice," but to dump that water (with radiation levels 100 times over the legal limit) as they must continue injecting new water to cool the plant's four crippled reactors, even as the radiated water floods out. Over the weekend, workers were unsuccessful in their attempt to use polymer, sawdust and newspaper (BP "JunkShot" anyone?!) to plug an 8 inch crack in a flooded tunnel at Unit 2 said to be gushing highly radioactive water, at 100,000 times legal levels, into the ocean.
  • A sweeping new election law in Florida is working its way through the GOP-controlled state legislature along predictably partisan lines, just in time for the 2012 Presidential election there. Some of the proposed changes will make it much more difficult for non-partisan voter registration groups, such as the League of Women Voters, to do their work, and will likely lead to a huge increase in "provisional" (and, therefore, frequently uncounted) ballots. Leon County's highly-respected Supervisor of Elections Ion Sancho has called the bill "a travesty".
  • Former U.S. State Department spokesman P.J. Crowley --- recently forced to step down for referring to the treatment of alleged WikiLeaks leaker Bradley Manning as "stupid" --- compares WikiLeaks to the New York Times. The paper's Editor-in-Chief, who has been bashing Julian Assange and WikiLeaks themselves of late, even though the "paper of record" has written hundreds of stories based on WikiLeaks documents, will not be happy.   • Even Republican state Senators in Maine are beginning to become uncomfortable with the radical statements and extremist behavior of the state's new GOP Governor Paul LePage and are asking him to "tone it down". Beginning to see the writing on the wall, boys?

In addition to some of the above possibly coming up for discussion tonight, we will definitely be discussing the U.S. Chamber Plot (which was to have targeted, among others, myself and my family) with my guest U.S. Rep. Hank Johnson (D-GA) who is trying to see some accountability in that horrific affair after House Republicans refused his request for investigative hearings into the matter.
