There's a lot of talk a little before halfway through about the Levees breaking on Tuesday, and how nobody could have known on Tuesday, etc. etc.

Except, of course, that the 17th Street Canal levee began to give way on MONDAY morning and it was clear that there was disaster looming.

Kathleen Blanco had declared an emergency on August 26 and sent President Bush a letter on August 27 requesting that federal government declare an emergency and provide aid. Bush did make such a declaration and thereby accepted responsibility. But the White House aides are still blaming Louisiana Democrats and local officials but not the Republican governors of Mississippi and Alabama.
