Indeed...Here's one of those Twilight Zone moments from Wednesday, as reported by NY Times:

UNITED NATIONS, New York The rise in the number and ferocity of terrorist attacks by insurgents in Iraq is proof that they are getting weaker, not stronger, according to Iraq's interim prime minister, Ayad Allawi.
...
"We think that because our capabilities are improving, we are hitting them simultaneously, and as we are getting more precision, they are becoming deadlier and are attacking the recruits and the police because they have been hurt by these people."
