More Disasters for Pennsylvania, This Time on ES&S Machines, Following Earlier Similar Disasters on Machines in Philly
ALSO: Rick Santorum Locked Out of Polling Place, Unable to Vote This Morning

Following on our earlier report today, covering 100's of electronic voting machines in Philadelphia which failed to start up this morning for Pennsylvania's primary election, we now have a similar report from the other side of the state.

100's of machines in Allegheny County, where Pittsburgh is located, also failed to work correctly today. If we're able to remember correctly (since the story doesn't name any voting machine company names), Allegheny County finally settled on voting machines made by ES&S, after they abandoned hopes of going with Diebold when their machines were found to be hackable, and then later found machines from Sequoia Voting Systems --- who they'd planned to use instead --- were discovered to be similarly hackable.

ES&S eventually won the prize, just weeks before today's primary --- we warned about going with a new system with so little time to prepare, but did they listen? --- yet appear to have lost the day for PA voters, according to this report from Pittsburgh's Post-Gazette...

The first Allegheny County election with electronic voting machines got off to a somewhat rocky start this morning, when more than 100 machines had problems. Surrounding counties reported almost identical problems.

Allegheny County Chief Executive Dan Onorato today said 120 machines wouldn't produce "zero-count" printouts to start the day confirming there were no votes registered in the machines.

Mr. Onorato said the elections bureau got 400 calls to start the day. By 11 a.m., there were still more than 20 polling places with problems.

There are more than 2,600 of the new machines spread over 1,314 precincts.

Mr. Onorato also said nine machines had their screens cracked during transit to the polling places.

Surrounding counties also were reporting problems with the zero-count printouts.

Larry Spahr said 20 or 25 of Washington County's 185 precincts reported problems. Mr. Spahr is director of elections.

More details on the failures in the Post-Gazette's story. Amongst those details, apparently Sen. Rick Santorum (R-PA) was locked out of his polling place when an election worker failed to show up to open it this morning.

Interestingly, the other local newspaper here (the Pittsburgh Tribune-Review) considered the election to have gone smoothly:

Western Pennsylvania's switch to electronic voting machines didn't create the catastrophe some predicted, though human and computer errors slowed voting in some areas, and a few voters remain distrustful of the new system.

Touch-screen machines in 25 of Allegheny County's 1,314 precincts didn't work for at least part of the day Tuesday, but most were fixed by midmorning and every polling station for the primary had at least one working machine by 6 p.m., county Chief Executive Dan Onorato said.

The touch screens on nine of the machines broke during delivery to their polling places, he said.

"We have not seen any major problems," Onorato said. "I'm pleasantly surprised that it has been going fairly smoothly."

I never figured I would be back here, but I have returned at the end of it all.

I am here to once and for all clear my name respectively. All of the election fraud has now been confirmed, and it has been proven.

I do not want to ever hear the word disinformation again. It is a fake word used to take attention away from very serious crimes that relate to "sensitive subjects"

Not only was there nothing wrong about it, there was basically no misinformation in the election fraud evidence.

AIPAC is fully behind all election fraud and has committed treason in America.

All three voting machine companies, but specifically Sequoia and Diebold have been confirmed to use the illegal Choicepoint-linked program.

We have confirmed the bank accounts that paid for the election fraud and we have confirmed the neocons who were for a fact behind it.

The Department of Justice has now confirmed basically everything, and more will be coming out.

The Whistleblower and former Congressional Candidate in Florida was not only not wrong, one day he will be commended for standing up to the treason.

In this country more than 3 other nations have committed treason. One of them Sibel Edmonds talks about, happens to be behind the worst of the election fraud....

And we have also complete proof of Porter Goss financing the overseas project. Porter Goss resigned for good due to what we uncovered. More will be resigning, don't wait up.

Just pray all the machines break down, because the programming code the neocons are confirmed to have written, is a deadly worm that purges voters regardless of creed. And its linked right to Choicepoint.

The introduction yesterday of electronic touch-screen voting machines for the primary election hit a few bumps in the road, but, overall, proceeded with fewer problems than anticipated in Allegheny and surrounding counties.

The main problem was the failure by poll workers to obtain a printed "zero-vote" count from the machines before the polls opened at 7 a.m. The zero-vote count is necessary to serve as a baseline and ensure no votes are stored on the machines before official voting begins.

Most of the 600 calls for help from poll workers in Allegheny County concerned the zero-vote count problem, county Chief Executive Dan Onorato said.

More than 120 zero-vote count problems were reported in the 2,638 Electronic Systems & Software, or ES&S, machines across Allegheny County. Some of the machines were not fixed for several hours, which forced voters to use paper ballots, but nearly all of the problems were solved by mid-afternoon. Mr. Onorato said no one missed the opportunity to vote as a result of the missteps.

Hey Big Dan. I read here a lot. I just don't post much because I haven't got a lot to add most of the time. You'd be more likely to find me over at Glenn Greenwald's site or CNews.

I voted today, we used to have lever machines in the last election, today we had ES&S for the first time. A very small town, about 250 people. I asked them many questions about vote fraud and their knowledge of ES&S & DIEBOLD, and they knew nothing. I said that maybe they ought to know more about this, and they said that the election officials should've looked into what I'm talking about, not them. Sad.

Sorry WHIG, I got you mixed up with someone else. I'm on the rampage for trolls and misinformers. It's a pet peeve of mine. They have to be put in their place, they're ruining our country. There's intelligent misinformers, who know what they're doing...they act like they're "on our side", then when they get the "in", they start misinforming. I've been posting links about that story. "Republican Family Values" won out. I guess Clinton getting a blowjob turned off Republicans more than choking a mistress. All hypocrites!!! The Help America Vote Act of 2002 (HAVA) was signed into law in Oct. 2002. Amongst other things HAVA required the formation of the Election Assistance Commission (EAC) and provided some mandates, in Title III of the law, for federal elections including some standards for voting systems. Those standards include, but are not limited to, accessibility for voters with disabilities and accuracy in the vote count. Testing by experts in accessibility has shown that none of the Direct Recording Electronic (DRE, usually touch-screen) voting systems presently in use meet the requirements for accessibility for disabled voters. Failures in testing and vote counting in real elections have also proven that, at times, the voting systems presently being used across the country do not meet the federally mandated requirements for accuracy.

So what guidance has been provided by the EAC to the states with regards to Title III? Well, actually none. In fact even though voting systems presently in use do not meet federal law the EAC is just now getting around to issuing guidance to state and local election officials and, according to the draft of the plan ‘featured’ below, it is going to take another two years before the EAC can complete the guidance.

Why can’t they just tell the vendors and the states that the law is clear and, if they fail to follow that law, violations will be referred to the DoJ? The fact that the vendors misrepresent their products as being accessible is a clear violation of the law. It is time they are held responsible and it doesn’t take two years of studying Title III of HAVA to make that clear....
